I am directed to acknowledge with thanks the recsipt of Mr. G. M. Young's letter No. 3215 of the 23rd. of September,

1915, on the subject of the appointment of an officer of the

Indian Police to Hongkong •

As you will have learned from the Governor's Secret

Despatch of the lat. of December, 1914, there are the two further

questions of the recruiting in India of candidates for the Indian contingent of the Hongkong Police Force and for the large body of

India watchmen employed in this colony concerning which this Government hope in due course to receive the advice and assistance

of the Indian Government.

In connection with the second of these two questions

it has been suggested by Lieut.-Colonel Watson, 74th. Punjabis,

that there must now be in India an increasing number of Indian soldiers who have beenpermanently invalided out of the service for wounds; and that many of these though unfit for the arduous duties of military service may be quite fit to undertake the duties of a

Watchman. The Hongkong Government in helping itself to secure a

better class of watchmen would be glad to help the Indian Govern-

-ment in finding employment for such men.
